     Even though the classes are going on one side, some people were really busy in getting prepared for the event of the year in my college, KCG college of Technology, proudly organizes the event,

HINDUSTAN YOUNG LEADERS’ CONFERENCE OF THE YEAR, 2013 – HYLC’13

GRAND INAUGURATION OF HYLC’13:

For the inauguration of HYLC’13, the Chief Guest Mr. R. Nataraj, Former DGP and TNPSC Chairman and the Guest of Honour Dr. Geeta Madhavan, Former Member – Centre for Security Analysis, Dr. Elizabeth Varghese, Mrs. Annie Jacob Varghese, Dr. T. Rengaraja (Principal), Dr. Sumathi Poobal (Vice – president) and Mr. Zahaan Khan (Secretary General of HYLC’13) graced the inauguration by their presence. The Auspicious Lamp was lit by the chief guest and the other dignitaries on the stage.

The  welcoming speech was given away by Mrs. Annie Jacob Varghese stating that the conference has been held for the purpose of involvement of young students in the national affairs. Then, Mr. Zahaan Khan stood up on the dais and briefed about the three councils of HYLC’13 – Historic Security Council, Human Rights Council and Bilderberg Council. Each Council had its own agenda that has to be discussed by the delegates of the council. Retd. Commodre Shekhar also gave a small speech to the delegates to take up the noble cause of MUN’s in India. Then the chief guests were addressed. Mr. R. Nataraj gave his inspiring speech about the affairs that happened and happening in India and also mentioned the importance of conferences like HYLC’s. Followed by Mr. R. Nataraj, Dr. Geeta Madhavan gave her stunning speech about how important these councils are and how much she is excited about a conference like this.  

 At last, the delegates posted some questions to the chief guests and they answered to those questions. Some answers told was more unique such one question was asked by a delegate from the audience to Dr. Geeta Madhavan, “How an action is considered to be act of terrorism?” for that question, she answered, “There are more ways of defining terrorism but an act of terrorism can be known without defining it. It’s like love which cannot be defined but it can be felt. Similarly, terrorism is known by its action”. There was a great sound of applause for the answer from the audience.

Finally, the inauguration of the HYLC’13 was smoothly ended and then delegates of the three councils dispersed for the break, after that they went to their respective councils.
As I was reported to be there at the Historic Security council as the part of the International Press, I will share my awesome experiences that I had in the Historic Security Council.

HISTORIC SECURITY COUNCIL:

Historic Security Council was headed by the Chair Mr. Akshay, vice chair Mr. Arjuna and Secretary General Mr. Zahaan Khan. The HSC council had about 12 delegates in the first day of HYLC’13. The delegates of Countries such as United States of America, USSR, North Vietnam, South Vietnam, Hungary, France, Bulgaria, Australia, People republic of China, Viet Cong, East Germany and Cuba participated in the Council. The Agenda of HSC council is about the Vietnam War. The delegates of each country should talk on behalf on their country to stop the war and bring out a resolution for peace.

DAY 1 AT THE HSC COUNCIL:

All the delegates, chair and the vice chair belonging to the HSC council came to the conference room.  Press, volunteer and the organizers were also at the HSC council. At the beginning, the chair had a little talk to the delegates to be clear with the council’s agenda and how they have to speak and about the rules and the conditions. The chair was surprised to know that they were many fresher’s in the council. In that council, the delegate of USA has attended many MUN’s like this, nearly like 39+!!!  Last time, he was a chair person and this year, he came as a delegate.  Everyone was eager to see, how this council going to be!

After a little while, the council started.

The council went back to the time of January, 1968, 12:00 Morning.

The Chair has to update information that it got from its intelligence. It started from the first update that during TET, the eve of the traditional new year of Vietnam, there was a violation of the cease fire along the 17^th parallel. About 80,000 troops have launched massive attacks in more than 100 countries along the 17^th parallel. This attack brought the major change in the council. Because North Vietnam says that it doesn't encourage war, France’s initial propose of “stick to the Geneva’s Accords” and East Germany’s intention of bringing the end to the war was pushed away. The Unites nations described such atrocious actions as “…going behind our back and shown their communist brains!” and also responded, “We will retaliate with full force and invoke the article 377 of U.N. charter for the betterment of the world and wants joint U.N. action”

North Vietnam’s TET offensive has brought heavy fighting in Saigon and in U.S. Military bases Chu Lai. The death was estimated about 14,300 killed and 24,000 wounded. The United States of America expressed its anguish and has retaliated with full force of the U.S. General William Westmoreland, commander of the U.S. led coalition told U.N., “the counter offensive is progressing well and the enemy combatants will be struck by a decisive blow”

Meanwhile, USSR demands to U.S. that it has to withdraw its troops from the South Vietnam in the life span of 5 months and an election have to be held for the Unification of Germany. But South Vietnam states that it needs the help of the U.S. because the South Vietnam is a weak country and it needed a help from country like USA and also said that North Vietnamese cannot be trusted as they broke the cease fire. The U.S. demanded to North Vietnam, “withdrawal of the North Vietnamese beyond the 17^th parallel, mandated cease fire and recognition of South Vietnam as a sovereign state”. North Vietnam had a huge opposition for the demands made by the United States. Also, the countries like Bulgaria and Cuba felt unacceptable to recognize South Vietnam.

Such kinds of crisis were going on in the first day. The chair was excited to see that even the fresher’s were taking part eagerly. At the end of the first day, everyone was even more eager to attend the second day with lots of new information.

DAY 2 AT THE HSC COUNCIL:

When I entered the conference, neither the chair nor the vice chair haven’t arrived yet, but still there was a big discussion going on within the fellow delegates that what has to be spoken and decided today. Surprisingly, two more delegates joined in the council, one was United Kingdom and the other was, ROC Taiwan. So, I was so much excited to see what’s going to happen in the second day.

Everyone arrived at the conference room and the second day of the council started. The U.S. and the South Vietnam were trying to post their demands again to the North Vietnam and its allies. But this time, the country was so strong not to accept these demands. The USSR interrupted in between and mentions its demands to the U.S.A. They demanded that the U.S. has to withdraw its troops from the South Vietnam and the North and South Vietnam has to be unified. If U.S. opposes these demands, the USSR might declare a war on U.S. that will led to the Third World War!

U.S. got shocked by the demand made by the USSR. So, U.S. and its allies had a discussion with USSR and its allies to stop the war against his country. But the USSR was too much strong in its decision that it will declare a nuclear war against U.S., if the U.S. doesn't accept the demands made by the USSR.

After the discussion, U.S. changed its decision that if USSR wants to declare a war on them, then it’s alright for USA to oppose with a nuclear war with USSR, choosing the DEFCON to number 2. Also, U.S. said that it won’t reduce the DEFCON number, till the USSR backs off.

Meanwhile, the chair updated that the president of the North Vietnam has been assassinated by bomb blast. The North Vietnam stated that its U.S.’s cold planned murder of the president. But the U.S. refuses the statement made by the North Vietnam and says that it was the North Vietnamese people themselves have killed their own president for the means of putting the blame on the U.S. government. The fight occurred between the North Vietnam and the U.S. for this problem, but all that was under control.

Next update was that, two destroyers ships were sailing on the international waters nearing the North Vietnam. As the delegate of U.S. and South Vietnam was fighting to prove their innocence to the North Vietnam, there was a new delegate joined in the council. Surprisingly, it was none other the Mr. Zahaan Khan himself as Gerchko, the marshal of USSR. The whole council was little shocked for what’s going to happen. As we expected, Zahaan khan just gave a 5 minutes speech and wiped away the USA from the seat.

Zahaan Khan spoke as follows:

“First I need to thank the committee for accommodating my presence. Two things are clear at this point. Frankly speaking, I don’t think this committee has enough reason to believe that the people of North Vietnam went and killed their leader and Grechko doesn’t seem how summon was massacre overnight becomes oppressive and feels that the USA does have their own back side ideology behind propagating this idea because.. Let’s face it. It gives an iron plan reason to get going and capture Hanoi, the capital of North Vietnam. Let it be the North Vietnamese who killed their leader but what business the USA had to do with it? Is it like a twisted revenge idea in their mind? This means like, if USA follows these kinds of rules, then they fears for, when a leader in any country dies, the USA ships and tanks will knock for the entry?? Secondly, USSR didn't start to fire. The ships were just going on a routine in the international water. If the USA feels that they are threatened by the USSR and sank one of the ships that were reported by the intelligence, just because their ships are in the international waters. Then, all the countries will feel the way that U.S. does, that they are threatened by U.S. ships and tanks that are in the international waters. Then they starts attacking the U.S. ships and finally, the whole U.S. ships and tanks will be wiped off from the International waters. So, buddy USA, the world will not do what you want but give them the choices to choose. Even if the Vietnamese killed their leader, it’s not US business to take over a city just because their leader passed away. Where are the senses and logic ? Thank you!”     

  


  

  “…. Not just because the ships are same like U.S. carpenter, the ships of U.S. are more advanced than the other country’s ships. So making a ship same like USA ships are far from thinking. Also, the USA is the country which started this nuclear war technology and not the USSR. So if the USA is going to move further, let them do, since our ICBM’s are so positioned, if they going to take over Hanoi. In the next 48 hours, if you look the western sea board, we would deploy the nukes and the Hollywood will never seem to exist”

There was great lot of applause for the speech given by the Zahaan khan and he thanked the committee and left his presence.

In this second day council, they were many funny discussions also. The Delegate of South Vietnam was wiser and funnier one in the council.

When they were talking about the nuclear threat on North Vietnam by U.S., delegate of South Vietnam was like, “If put a nuclear bomb on North Vietnam, it does affects the South Vietnam too. Then we all will be fried!!!”

Also, when North Vietnam was speaking, he mentioned that his intelligence reported so. Suddenly, South Vietnam told to the North Vietnam, “your intelligence has no intelligence at all!”

These kinds of funny statements have been revolving around the council once in a while and made the council interesting.

Even though the delegate of USA was forceful in his speech and demands. He was the best speaker and debater. At the end, everyone agreed that there is no doubt on him to be awarded as the best delegate.  

DAY 3 AT HISTORIC SECURITY COUNCIL:

 Discussions on the Day 3 at the Historic Security Council

Day 3 at the Historic Security Council was a short day, trying to pass the resolution as soon as possible. During the beginning, it was going normally like the other two days. North Vietnam and its allies were refusing for conditional or unconditional surrender. United States were trying to discuss about the demands with the USSR and North Vietnam. But they were not exactly into it. So, they passed on the resolution in favor with the countries such as USSR and its allies. About 7 resolutions were passed including the withdrawal of troops of U.S. from South Vietnam and Unification of North and South Vietnam.

These three days, I felt like I’m in some international conference dealing about issues of the countries. We weren't felt like normal student. It was really an amazing experience for everyone. At the end of the session, chair and vice chair asked feedback's about the council and the conference. It was really a good feedback I heard about the conference. Let me share some of those feedback's here,

Delegate of United States of 
America:

“… It was really good MUN. I was nice to see that all the first timers spoke in the conference and indulge themselves in the discussion. Delegate of North Vietnam was very strong in holding on his ideas. That has to be appreciated.”

Delegate of USSR:

“…It’s a wonderful platform for the students to show their debating capabilities and study guide gave the knowledge to know about the agenda of this council. All the delegates have to know their foreign policies which usually many won’t know; we went to the historic times and imagined ourselves as the representative of that country. It was really unique and it makes to improve our talents”

Delegate of Australia:

         “…to describe hylc’13, I can say its ‘awesome!’ It was really a good experience and I participated in the MUN for the first time and it was a unique experience for me being in a historic security council. I understood that delegate of each country has its own responsibility and it’s not about personal view, but it’s about speaking up for the people in a country.”     

                                                                                                            

Delegate of France:

“For me, I liked those updates given by the executive board of the council. It’s like, when we are talking about an update, the next update will be completely different which makes us to rethink differently. I think that’s a smart one”

Mr. Zahaan Khan, Mr.Akshey Rajesh, the chair and M. Arjuna, the vice chair gave very good advises based on their experience they had. Also Mr. Ashwin Shanbag who was the delegate of United States of America also gave valuable advises as he was also attended more MUN’s.

Some Advises gave by executive boards in the council are,

“…the usage of U.S. charter should be ignored as much as possible and not completely. Because when you take up points from the U.S. charter, the delegates of the opposite countries would have prepared for it and give you explanation easily. But if you go there with your own research material, the other delegate wouldn’t know what you’ve prepared. So they have zero knowledge about your research and we can win in that debate.”

Mr. Akshey Rajesh, the chair of the HSC council. 

“MUN will not build up your life. You can’t take this as a career in life and continue. But we can take this conference in order to pin point in your resume during interviews. It adds value to your resume. But MUN is a really a good experience for improving our skills”

Finally, the three days conference got over and the delegates of the councils went for the valedictory function in the Mirza Auditorium with their satisfactory faces.

VALEDICTORY FUNCTION OF HYLC’13:

 We were so much delighted to welcome the Chief Guest Shri. P. Murari, Former Secretary of President Of India and Adviser to the president FICCI and the CEO, Dr. Anand Jacob Varghese on the stage and Dr. T. Rengaraja also graced the ending ceremony of the HYLC’13.

The three council’s chair was called up to share their experience about the HYLC’13 and their respective councils.

All the three chairs shared the same experiences that the councils were really good and they were happy to see that even first timers were so good in indulging themselves in the conference and also they were so much happily satisfied by the accommodation given to the chairs.

The chief Guest Shri. P. Murari stood up and gave his inspirational speech and the experiences he had gone through while he was working for the secretary of president of India since it was great deal to work in such a level, because a country depends upon the decision they take.

After his speech, the prizes for the best delegates were given away by Shri. P. Murari.

Finally, the Valedictory function of HYLC’13 was successfully ended. It was such a good experience and still those three days memories are running in my mind. I’m sure that, I will be there for the HYLC’14 without any doubt.
